Root directory Fail [fail] is Writeable by php

Hello,
I’ve looked and read through all the resolved posts on this particular error but I’m still unable to get it to work for me.
1) I’ve lowered Windows 7 security to it’s lowest level
2) I’ve changed folder permissions for both installer and .zip file to 777Root DirectoryFail
Path:
[Fail] Is Writable by PHP
[Pass] Contains only one zip file
Result = 20150123_sitename_2_54c439c33dfe16627150125003307_archive.zip
Note: Manual extraction still requires the archive.zip fileWhat am I missing? What do I specifically need to tell my Host in order to “grant” the .php file to write the “Root Directory”?
My host is iPage and I see that someone else had the same problem with them but never saw a solution provided?
Please help!
