Slow performance

Using interconnect/it’s WP Performance Profiler, I’ve been examining my site’s performance. It shows that WordPress HTTPS reliably adds 3-6 seconds to each page load. Specifically, the profiler identifies
isUrlLocalas running for about 2.5-5 seconds on each request (that’s total time that function spent running, not per call). Any ideas how I might break down specifically how that time is being spent inside the function?
