Correct me if I’m wrong, but I have been lead to believe (by this tutorial – http://www.richandstephsipe.com/wordpress/2007/02/12/wordpress-21-static-homepage/) that since WP 2.1, choosing to have a static page as the front page has been available on the ‘Options> Reading’ page in the WP admin.
I have just installed WP 2.2, but sadly don’t have this option available to me.

I’d lilke to have a static front/ home page and use the blog page as the ‘events’ page of my site.
Any help is greatly appreciated.

Sounds like your update didn’t work.
Please review Upgrading WordPress and redo the upgrade.
You have backups, right?
Thanks for replying, but it isn’t my personal site that I am working on (though I suppose I should)
The screen print in my post should show the version number.
The site isn’t live yet. It is a fresh install.
Then I’d download a new distribution from http://wordpress.org/download/ then delete everything and reinstall.

That did it, the relevant section of the ‘reading’ page has now appeared.

I was just backing up from pHp Myadmin, bu this will be much easier – as so much with WP!
