Why does the theme say 2 menus are supported when it only supports 1?

    “Your theme supports 2 menus. Select which menu appears in each location. You can edit your menu content on the Menus screen in the Appearance section”

    I selected two different menus from the dropdown lists in the “Top Menu” and “Main Menu” sections but only “Main menu” appears.

    Is this a bug? If it isn’t, is there any extra code I need to add to header.php to add the “Top menu”?
