The plugin as it stands right now does not support RTL languages due to the fact it uses the jQuery UI library to build tabs, accordions and toggles. However there are some unofficial add-on libraries that make jQuery UI RTL compatible, so it might be possible to add this in as a feature if there is enough interest.

Not being able to read any RTL languages it would be close to impossible for me to fully test this functionality without the help of a beta tester who does read an RTL language.
As for the horizontal accordion, this is built by a different library and I doubt it would support RTL languages. It would probably be a lot more work to make it RTL-compatible.
