displaying the posting tags while showing the_excerpt

I have a blog where I show on the “home” page (index.php) excerpts from the postings. Now I want to show just after the title and before the excerpt the tags from the post within a pullquote.

but I cant get it. the wordpress codex tells me, it has to be within THE LOOP – but it definetly IS but it shows NOTHING.

do I something wrong? if so – what? can anyone help me please?
