Some plugins don't show up?

Login as Developer is GREAT! – LOVE IT!
But some plugins don’t show up??
When I log in as Admin (below developer level) they show up?
Is there a FIX to make sure that ALL plugins also show up for Developer level – or it might become obsolete.
