Can WordPress do cross-referenced categories?

My idea is to create a portal of the city’s shopping malls. Each Mall will have a Home Page with information about the mall, location, etc. as well as Categories for things like Movies, Fashion, Food, Electronics each of which will have things like Gap, Abercombie (for fashion), Chilis, Fridays (Restuarants) etc.

Now a lot of these stores are present in multiple malls so I would also like, for example, Food to be a parent category which will list Chili’s, Fridays etc. and clicking on them should show malls in which this is available.

Going a step further, I would also like people to rate overall malls, as well as restaurants in the mall, movies playing in a cinema in the mall.

Can WordPress be used for something like this or am better off looking at something else.
