Everything Disappeared from Desktop

Upgraded to 4.0 wordpress and all was well then today everything disappeared from my desktop, the theme, all the pages, the permalink setting, all the plugins, everything is gone. It is like a new installation, yet all the files are in the directory, all the plugins are present in the directory and all is able to be seen when viewing over the internet and it isn’t the cache as I cleared it. I tried an update to no avail and I tried a new install to no avail. What the neck.
