Language Selector

Hi all,
I read here http://www.sitepoint.com/whats-new-in-wordpress-4-0/ that after upgrading to WP 4.0 there should be a language selector in Settings | General, at the bottom of the page so one can change the language setting from that set up during the original WP installation. I cannot see it there.
Should it be there?
