it is designated to show how many announcements are there not read or unread. so it will not reset after being read until it is deleted by admin.

Why not let the user delete it, after they have read it on their end?
All users won’t be online at the same time, so the ones that are online all the time, will have to be punished while waiting for the rest to come online to read it? And even then, some won’t read it, since the admin then have to delete it at some point. And it would also be nice to let them stay, so the users could read old announcements.
It’s a very useful plugin, but this feature could use some re-thinking 🙂

Also, is there a way to send out an email when a new announcement is sent ?
Is an update coming during the next two or three weeks?

New version is ready. This is a major update and I am the only one person testing all functionality, I have my job.thats why it is taking some time.
After 2/3 days I will update this plugin.
