    taigt is right,

    scenario for a non-admin user:

    when you click on this link:
    http://mydomain.com/pm/?fepaction=newmessage
    it will show the total messages on that server instead of your personal message count.

    Message box size: 5 of 30

    when this number hit the limit, you cannot send or received message even it is not your real personal message count.

    when you click this link:
    http://mydomain.com/pm/
    it will show the correct numbers of message of my personal message.
