2012 Theme hosted by WordPress.com – move header image below navigation

I am on WordPress.com as a premium user and I do not have access to the header.php file, nor FTP to create a physical child theme on the server. I do have the ability to customize CSS. How do I do this very simple edit? It can’t imagine it’s really this difficult?? Thank you in advance for your assistance and support.
