4. I expect to see
Weight Based Shipping: £23.00
5. I do see instead:
Weight Based Shipping: £23.00
Weight Based Shipping (adds free shipping shouldnt be there)

I see no free shipping rules on the screenshot (https://imgur.com/CiMPsI8). Do you have any free shipping rules above or below the rules on the screenshot?
You can try temporarily disabling the shipping method altogether with the checkbox at the top of the page on the screenshot to check if the free shipping option comes from it.
