Reccomendation for banner plugin

    Can anyone please recommend a banner plugin that they have worked with and is capable of managing a dozen or so banners and possibly being able to output them above content or below the header/menu

    I think what you want is a slideshow plugin. Take a look at the Meteor Slides plugin. There are several demos available that will give you an idea of what the plugin can do.
