Change 404 Message? | WordPress.org

I wish to change the 404 message for unsubscribed users to prompt them to sign up. I’ve changed 404.php in the theme via FTP and also through WordPress Editor but the message still doesn’t change. Any suggestions?

I have tried using the Groups 404 Redirect plugin but I am now getting the following when I view the page while logged out:

503
Service Unavailable

The server is temporarily busy, try again later!
