conflict with user role editor

With the WP USER Avatar activated, there is a problem when changing the contributor role to upload files. With avatar enabled there are various errors and the upload does not complete. The most common error is on larger file
File is empty. Please upload something more substantial. This error could also be caused by uploads being disabled in your php.ini or by post_max_size being defined as smaller than upload_max_filesize in php.ini.
The same problem occurs with other role editing plugins or functions coding where contributor role is changed to allow uploads. Doesn’t affect other roles or capabilities. Note I’m using wp v 3.7 but know another user who has the same problem using wp 3.9
