    As the topic title says, the WordPress toolbar does not show when viewing any site. wp_footer is in place, and I believe there’s nothing wrong with the theme because I switched to Twenty Fourteen and the issue still persists. It’s not PHP as I’m currently running 5.3.xxx. Multisite is using subdomains, although I’m not sure this info is relevant.

    I didn’t have this issue before. It was working fine on 3.9. I looked at the page source and the code only loads up to the wp_customize_support_script. It doesn’t have the closing BODY and HTML tags.

    I’m currently running the Upgrade Network and will update this topic if it gets resolved or something.

    Do you still experience the same problem if you disable all of your plugins?

    Yes, I still have the issue even if there are no plugins active. Even double-checked my profile to show the toolbar when viewing the live website. The space is there, but no buttons at all. Same symptoms as the missing wp_footer issue.

    Re-installed WP and upgraded the network via the Dashboard. Issue still persists.

    Just figured out what it was.

    I checked the error logs and, lo and behold, there was not enough memory to execute the remaining scripts in wp_footer (it was set, by default, to 128M).

    Upped it to 1024M, restarted Apache, and VOILA! Issue resolved.
