how to modify widget area position

I’m developing a new site and I’m trying to modify the position of my widget areas. I have Top Widget Areas that push the primary widget area outside of the page width.

What I’m hoping to do is have the Top Widget area span the page width and have the Primary Widget Area moved below the Top Widget area.
