Admin has no CSS Styling

    After upgrading to 3.9.1 (automatically) I no longer have css styling for the WP Admin screens.

    Using inspect I can see that 

    load-styles.php?c=0&dir=ltr&load=dashicons,admin-bar,wp-admin,buttons,wp-auth-check&ver=3.9.1
/wp-admin

    has a 403 Forbidden.

    I don’t know how to fix it though :/
