In your dashboard, what does it say about which version of WordPress you’re running? If 3.9, then you’re okay. If not 3.9, then you may need to do a manual upgrade.
3.9 doesn’t introduce a lot of noticeable “front-end” changes – with the exception of the new live widgets management and the updated visual editor. Everything else is either behind the scenes or are fairly subtle.

The new live widgets management and updated visual editor that you are talking about are not available in the dashboard for some reasons.
Widget Customizer is available from Appearance > Customizer menu.
Plus, can your upload images using drag & drop editor. Just drag images from desktop and drop it to the editor.
And can you see the new theme installer theme?

Hardeep Asrani: nothing showed there related to the new features.
3.9 only works on two out of the 17 .. shortcodes and editing are having issues on the 3.9 build.
How it’s gone tonight — renamed plugin folder to -old just to get the site pages to appear … reloaded all of the 3.8.3 wp php’s just to get the cp to load … pulled some old db backups just to get everything else to work again …
everything from woocommerce to 2checkout to recaptcha had/has issues … the only thing that works really well is askimet …

BBPress – broken
PayPal Gateway Mod – broken
groups – broken
These came in an email a few minutes ago .. I’ve just been busy going back to the older build to be all poking around in the plugins myself

I have deactivated my current theme and used the default one and stopped all plugins and some of the new features worked.
The only feature that didn’t work is the editing part of the post.
