[Plugin: Woocommerce] Tax not updating on checkout page

I am using Woocommerce 2.1.6. On the checkout page there is a weird issue with tax not updating when the state is changed. My rule is for tax to be applied only to people in California, but if someone with an account (or with an autofill) goes to the checkout page, with California selected, tax does not get added until they proceed to paypal OR if they change the shipping selection. So it would seem to me, the information is not getting refreshed when the state is changed. How should I go about fixing this? Does anyone else notice this issue?
