Not receiving email applications

We are not receiving ALL of our email applications, only about half are going through.
I have changed the sender to be webmaster@houndsofgrace.org
I have activated the 2011 theme and the issue still occurred. So I reactivated our child theme.
I have deactivated ALL plugins, then reactivated just Visual Form Builder…the issue still persists.
Why aren’t we getting ALL emailed applications? I can see them on the dashboard indicating that they were submitted.
