How do I shorten my Category URLs (non-hierarchical URLs)

In terms of SEO, I worry that my URLs may be too long. For example, I have:
http://sitename.com/promotional/office-products/awards-recognition/clocks/
but would like to have URLs be non-hierarchical (and therefore much shorter) like so:
http://sitename.com/promotional/clocks

Is there any easy way to do this like a plugin perhaps? I don’t care so much about stripping the category base (“promotional”)…in fact, I’d like to leave that in. But I’d like my URLs to be shorter because I worry about search engines favoring shorter URLs more.
