Duplicate popups

Hello

We’re trying to get the plugin properly set up, and have followed all the instructions to a T – we even rolled back the NGG version to 1.9. The problem is there are two popups = one for the NG and the other for the vote.
We’re using the Shutter template, added the tag to the code, and still nothing. I also couldnt find a thread for this topic.
