Most redirects work. Some don't, still getting 404s

I have 410 redirects set up (if I were better with regex, that number would be lower). 5-10 of them don’t work at all. Here are a few examples:
This redirect works perfectly.
Source URL: ^/blog-news/blog/tag/(.*) Regex: ✓ Target URL: /blog/
Example: http://www.pattiengineering.com/blog-news/blog/tag/austin-texas.html redirects smoothly to http://www.pattiengineering.com/blog/
This redirect does not work.
Source URL: ^/blog/shoff(.*) Regex: ✓ Target URL: /blogs/shoff/
Example: http://www.pattiengineering.com/blog/shoff/2007/06/12/price-v-value/ returns a 404 error.
Potentially relevant:
- I have tried the /shoff redirect Target URL with both relative and absolute paths. Neither works.
- The /blogs/ directory exists outside WordPress. It has its own directory on the server with its own WP install.
