Image Watermark Not Displaying

I’ve followed the steps for using an image for a watermark. The image just simply won’t show. It’s a transparent PNG. The text watermark works fine.

I’ve reinstalled NGG twice. Running WordPress 3.8.1.

However, when I got into Gallery Settings and try to set the water on the single image and hit save, i get this error:
