• I would like to generally change (on widgets, shortcodes, etc.) that there is an “@” sign or the word “at” before the time.

Right now my event dates display:

    28 February 2014 8:00 pm

I managed on the single event page to change to:

    28th February, 2014 8:00 pm

But I still would like something ( at, @ or | ) between the year and the time.

The time format is taken from your site’s Settings > General. You could change it there to include a character to separate it from the date. However, that option maybe used by other plug-ins or your theme, and you may not want a character added there. In that case you can edit the templates to change the format of the date.

Shortcodes and widgets have their own templates (see notes on editing the templates). Alternatively the shortcodes and widgets provide ‘tags’ that you can use instead of editing the template files. You can specify a date format with those tags too. (See documentation on shortcodes and widgets).
