Icons and menu items disappear when on small screens

Hi, I was wondering if you might be able to help me figure out why the admin-bar items disappear on smaller screens when logged out. Here’s an example: jmpee.org/whitepapers
CSS loaded seems to be the same? but does WordPress swap things out when logged out, compared to being logged in?
