Is there any way around making adjustments in PHP or CSS?
Do I have to create a child theme to do all this? I haven’t done it before and was hoping to avoid it for now.

You can make changes directly in PHP and CSS files of Twenty Thirteen theme but it’s not recommended as changes made in core theme files will be overwritten and lost when you will update the theme.
Instead of making changes in Twenty Thirteen theme files, develop child theme and make changes in it.

In this case you can search for the plugin to achieve this or develop one if it doesn’t exist but don’t change parent theme in any case as changes made in the parent theme will be overwritten and lost on theme updation.

I have used the jetpack plug-in for twenty thirteen. It works well for making the site responsive on mobile phones but unfortunately there is no solution for ipads that I can find.
