Plugin TTS Engine Post to Speech No sound

    I work in local under Wampserver.
    I installed and parameter the TTS Engine Post to Speech plugin but when trying to listen the text nothing happen, it is just blinking.
    probably something is missing somewhere to get the connection to the server voice or something is missing in the local server.
    Does somebody got this problem ?
    Thanks for your help if solution is already knew.
