Doesn't Work – Doesn't Show Up in Admin Menu

I have installed this plugin and it doesn’t appear anywhere in the admin menu … not under “Setting” nor “Tools” … nowhere.
Seemed to install just fine. I can click “Settings” from the plugins section and added my username and password but then … nada.
Help.
