Creating Restaurant Menu with Images

I have a client who wants to create a restaurant menu similar to this one –

I was thinking I could do it with combining a restaurant menu plugin, maybe some JS and CSS for positioning? Or is there a better way to do it? I want it to be easy for them to update and add new products.
