Posts only pushed to first site in group

It looks like sometime around the first posts being pushed out from my central site stopped working something around the first of this year.
I have a single group with roughly 19 sites in it. I have a category setup called ‘syndicate all’ and when that is selected the post is pushed out along with whatever categories to all 19 sites. At first I thought it stopped working completely, but it looks like the first site in the group was receiving the posts.
I remade the group with a different site as the first site in the list and that one began to receive posts while the other one stopped.
As a workaround I’ve setup 19 groups with identical configurations and each containing a single site. Essentially it is working for me now, I just thought I’d throw it out here in case anyone else is experiencing something similar.
