Vista/7-aero-glass style below carousel copy

I am having difficulty refining my text to increase legibility over images. Want to modify the div holding the carousel copy to have a rounded border, semi transparent, grayed out area, preferably that blurs what is underneath. Found this as a starting point from a post on Stack Overflow.

With responsive design, you can’t just add this in the image, to increase legibility, as you would with a graphic that is not responsive.
