Add to Custom Theme Page?

How would I go about adding in a custom theme page to this? I have a separate php file for a splash page and while the background image shows up, it does not rotate through the images on the splash page, nor does the option to add it in the settings.

splashpage.php is the file, would I have to go into the plugins php files and somehow add a custom path to the else if sections?
