plugin management granular permission

Hi friends,
i would like to give the ability to access at same plugin functionality (not at all) to specific users;

For example, on a newsletter plugin i should give the permission to send and compose newsletter but not to edit the newsletter configuration parameter plugin;

I’m using “Members” but it seems not able to customize fine the roles, and the support is payment-only. There is not a basic support.

Could you suggest if exist this ability?
