that fucntion is defined inside a file that lives inside wp-includes/, namely widgets.php.
I suggest doing the same for your wp-includes/ directory that you did for the wp-admin/ one.
Delete everything, or just that file, and upload fresh copies of files.

I have deleted the directories in question and uploaded fresh copies several times with no success.
What I have been able to do though is log into the admin panel successfully with a work around. I type in http://mydomain.com/wp-admin/edit.php and after it has me enter my login information it takes me directly past the DASHBOARD.
This leads me to believe the dashboard file is having some issues. So I will continue to trouble shoot this so I can go about things the way they are supposed to work, not a work around.
If anyone else finds an answer please let me/the rest of us know.

I’d love to keep working on this, but since it is semi working, I have to head out! I’m actually heading out to dinner with the girl friend and her parents… 60 miles south of here. So I won’t be able to get back to this until later tonight. Hopefully someone will have found an actual fix by the time I return later to night. If not, I’ll see what I can do…

If you have an index.php inside wp-content/plugins/ delete it. Use an index.html instead. See if that fixes it.

I had a plugin that deactivated WP widgets (for some reason…can’t remember why – I think to use K2 widgets).
Deactivated that plugin and all is fine now.
Even after I get in through the workaround (see ersnyder’s workaround above) I STILL can’t get to the dashboard page. Get this message:
Fatal error: Call to undefined function: wp_register_sidebar_widget() in /home/zakwhite/public_html/wp-admin/includes/dashboard.php on line 31
Ideas?
Some more diagnosis information…I usually use the theme K2. Get this error when using k2:

When I switch to any other theme, the problem disappears.
So, is it an issue with K2? Those of you out there who are having this same problem, what template are you using?
Ok, I GOT IT FIXED! I downloaded this newest build of K2:

Just got back into town. Nice to see that there seems to be head way on this issue. I’m a bit tired from the drive and would rather not go digging into my sites code in my groggy state. I’ll try out what cadillaczak has posted in the morning.
I am using the K2 theme myself… (sorry, guess that would have been helpful in the begining). Since the error codes didn’t seem to be calling on files in the theme folder, it would have been the last place I would have looked. Sad thing is, I am already using the latest RC4 K2 build.
Real quick, I have switched to the basic Kubrik theme to test this theory and all the errors went away, so IT IS THE K2 THEME. Damnit.
I’ll post my final findings tomorrow and hopefully we can close this thread as resolved.
