Searching for a sponsor plugin

Hi all!

I’ve been working on a website for a nonprofit organization and they want to have a sponsors page, they sent this link to me;

That is how they want their sponspors page to look like more or less exactly like this. I get that it’s done with tables, but I get stuck on how it’s done, to top it off they want to make it with a popup, so when you click on the picture a popup shows up with more info about the sponsor.

Is there a simular plugin out there that will allow me to do something simular to this? I’m so stuck at this moment I don’t even know what to search in plugins for to be honet so any help is appriciated.
