Do not edit the Twenty Thirteen theme. It is the current default WordPress theme and having access to an original, unedited, copy of the theme is vital in many situations. First create a child theme for your changes. Or install a custom CSS plugin.
Where exactly do you want the image to appear?

I should have specified I’m using a child theme. I want the image to appear in the header over the navigation menu

Not really, I’m hoping to create png with transparency that would go over part of it.
Why do you need div markup to create an onhover image? It should be perfectly possible to do this using pure CSS.
I see, you can use image sprites and change the position of the image on hover. http://www.w3schools.com/css/css_image_sprites.asp
I’m not really sure… my logic was since I didn’t want the image to appear inside the list item element but above it, I needed a div I could later position and give a background-image.
Is there a better way to do this?
