how to add a static front page to my multisite

I need a static home page from where to direct people to each language,
through links.

I want an empty page (not my theme format) with 3 links to each language i have created. If I can add small flags as links and the site name thats perfect.

Is there some type of plugin that can to this? I have been searching like crazy but can’t find the solution neither I know if there is a specific name type for this type of homepage…
