The bar shows up when I am logged in, but when I log out it doesn’t show up. I’ve tried changing cookies and everything, but it didn’t helped. How to make it visible for everyone?

It have showed up already. I am not sure why but it looks it needed time to appear it for ‘logged out’ users.
