Event approval; Send email to list

Hello,
1) I allow anonymous event submission. I’m now testing the form, and the message after submission says “Your event will be published upon approval”, but I see that it posted to the list of emails right away.
I assigned all anonymous events to a Subscriber-role user. Subscriber capabilities I have checked are:
Edit Events
Edit Locations
Read private locations
Read others locations
Upload event imagesWhat do I have to check in order to force event moderation?

2)If I need to send an email to all people who registered (booked) for an event, can I send a mass email to that list?
