Popup not coming up

I recently installed the plugin, included my mail chimp subscription form, I cleared my cache in Safari and have Chrome open with wordpress backend up. The message doesn’t Pop up, and I verified my popup blocker is turned off. When I edit the setting to make it appear before or after the post, that works…but what I want is the popup.
