Where is the Post Format UI PLugin

Mark on his post during the release of WP 3.6 mentioned that post formats ui isexiting core and will live as a plugin here http://make.wordpress.org/core/2013/05/29/post-formats-ui-is-exiting-core-will-live-as-a-plugin/

But I am unable to locate the plugin. Please help me in finding it.
