Default Custom Avatars

Is there a way to add a default custom avatar? I have the WP install behind a firewall and we have gravatar.com blocked so all users who DID NOT upload their own avatars, have a broken image display as their image. I dont really need a custom avatar, but I would like the default to NOT look to gravatar.com for an image.
