How do I log-in?

Hi, I recently downloaded WP to my local PC, created pages with template I purchased. After saving and closing, I cannot find “How to open” my site – there is no “log-in”, or WP (exe) start-up file. This is my first attempt at using WP. I have searched all over the site and forum… Most information is related to “hosted” sites; mine is on my local PC… Cannot open PHP files, etc… Don’t know my site info, URL while editing was http://localhost:5584/wp-admin This returns “page not found”.
Help – Novice.
