Problems with Time and Offset

In order to get the date right i have to setup an offset of 2 hours in the postie settings. but when i specify a date like:

Date: 19-08-2013 17:00

then the timestamp gets 19-08-2013 21:00. When i remove the offset in the setting, the posts without “Date” get 2 hours off and the posts with “Date:” get it right.

Kinda strange. Any suggestions to fix this? Thanks for the help.
