What generates the

I’m working on a custom theme and am a bit confounded figuring out the proper way to get my style.css loaded.

Looking at other themes, I see that some explicitly place a <link tag in the header.php file and that others don’t. For those that don’t, I still see the tag when I view the page source. What is generating that tag?
