WP Memory Limit For php in Woocommerce shop cart

    In the Woocommerce settings for the shopping cart it says that they
    recommend a Wp php memory limit of 64MB. The current default memory
    limit is 40MB.

    Problem: Everytime my developer changes the memory limit to 64MB,
    within a few days it reverts back to 40MB.

    What is the problem?

    My hosting company says it could be that 40MB is the maximum allowed
    by wordpress. Is this true? There is a codex that shows how to increase it, but it keeps reverting to the default.
